SHIMLA, March 22: Former Himachal Pradesh Chief Minister and Leader of Opposition Jairam Thakur on Saturday launched a sharp attack on the Sukhu government over the 2026–27 state budget, describing it as “directionless” and lacking vision.
Thakur claimed that the budget has failed to generate enthusiasm not only among the public but also within sections of the ruling Congress party. He said that in his political career, having witnessed nearly three decades of budget presentations, this was among the most “uninspiring” and “disappointing” documents presented in the Assembly.
Questions on governance and policy direction
The Leader of Opposition alleged that the government has not presented any clear roadmap for development and instead focused on measures that could increase the burden on citizens. He also criticised what he termed as “policy inconsistency” and accused the government of moving away from its pre-election promises.
Thakur further stated that several initiatives highlighted in the budget are dependent on central government funding, raising questions about the state government’s independent contribution to development projects.
Criticism over financial decisions
Raising concerns over the financial condition of the state, Thakur said that decisions such as salary deferments and new revenue measures reflect poor fiscal management. He alleged that employees have been adversely affected and that the government is attempting to manage finances through short-term measures rather than structural reforms.
He also questioned the implementation of welfare schemes, alleging that stricter eligibility conditions have limited their reach compared to earlier promises.
Claims of rising public burden
The opposition leader said that increased taxes and charges are putting pressure on the common citizen. He cited issues related to electricity and water bills, and claimed that people are facing higher costs without corresponding benefits.
On agriculture and dairy announcements, Thakur argued that the actual ground-level implementation remains weak and that farmers and livestock owners are not receiving adequate support.
Allegations on political messaging
Thakur also criticised the conduct during the budget presentation, alleging that the Chief Minister attempted to deflect attention from key issues. He further claimed that some of the schemes announced are repackaged versions of existing central government programmes.
Government yet to respond
There has been no immediate detailed response from the state government regarding these allegations. The budget is expected to be debated further in the Assembly, where both treasury and opposition benches are likely to present their detailed arguments.
