Shimla, March 8 — The Himachal Pradesh government has introduced new operational guidelines for Lokmitra Kendras across the state, warning operators against charging citizens more than the officially approved service fees. Authorities say strict action, including suspension and eventual cancellation of licenses, will be taken if violations are detected.
The Department of Digital Technologies and Governance has issued a Standard Operating Procedure (SOP) covering thousands of Lokmitra and Aadhaar service centres functioning in the state. The move is intended to improve transparency in the delivery of digital services and address recurring complaints from citizens about excessive charges and irregular service practices.
Officials said the new guidelines apply to approximately 7,900 Lokmitra centres operating across Himachal Pradesh. These centres provide a range of government services, including certificate applications, digital documentation, and Aadhaar-related assistance.
Monitoring Service Fees
Under the SOP, Lokmitra operators must charge only the government-approved fees for each service. Any centre found demanding additional payment from citizens could face disciplinary action.
According to the guidelines, if an operator is found overcharging for the first time, the centre’s CSC ID may be blocked for a month and a formal warning will be issued. Continued violations may lead to longer suspensions and, in severe or repeated cases, permanent cancellation of the operating license.
Officials said the new framework aims to ensure that digital public services remain accessible and affordable for citizens, particularly in rural areas where Lokmitra centres serve as a crucial interface between government departments and the public.
Mandatory Display of Fee List
Authorities have also directed all Lokmitra centres to clearly display the official rate list of services at their premises. The list must be visible to visitors so that citizens are aware of the approved charges before making payments.
Dr. Nipun Jindal, Director of the Department of Digital Technologies and Governance, said the step is intended to strengthen transparency and accountability in service delivery.
“Citizens should verify the displayed rate list before paying for any service. The SOP has been designed to ensure that people receive services at the prescribed cost without facing unnecessary charges,” he said.
Regular Inspections Planned
To enforce the new rules, district authorities will conduct regular inspections of Lokmitra centres. Under the SOP, e-District Managers have been instructed to carry out random inspections of at least 15 centres every quarter.
During these visits, officials may interact with citizens visiting the centres to confirm whether the prescribed fees are being followed. The inspections will also assess service quality and operational compliance.
If violations are identified, the inspection reports will be forwarded to the Department of Digital Technologies and Governance for further action.
Rules for Aadhaar Operations
The SOP also includes specific guidelines for Aadhaar-related activities. Operators are permitted to conduct Aadhaar enrollment and update services only from authorized government premises.
Any operator found conducting Aadhaar activities from unapproved locations or engaging in fraudulent enrollment practices could face immediate suspension and additional legal action.
Officials said these measures are intended to prevent misuse of identity services and protect sensitive personal data.
Complaint Mechanism for Citizens
The government has also strengthened the grievance system for citizens who encounter irregularities at Lokmitra centres.
Residents can file complaints through the Chief Minister’s Service Helpline (1100), the official grievance portal, email channels, or by approaching district authorities.
Once a complaint is received, the District e-Governance Society may instruct an e-District Manager to conduct a field inspection and submit a report with supporting evidence. Based on the findings, authorities will decide whether disciplinary action is required.
