Shimla, March 11 — Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu announced on Tuesday that staff nurses working in government health institutions will continue to receive their full salary while pursuing higher education, a policy decision intended to support professional training and strengthen healthcare services across the state.
The Chief Minister made the announcement in Shimla during a programme related to the health sector, stating that the state government wants to encourage nurses to upgrade their skills without facing financial difficulties. According to officials, the move will help more nurses enroll in advanced nursing courses and specialised training programmes.
Sukhu said the government recognises the crucial role nurses play in the healthcare system. Improving their qualifications, he noted, would directly enhance the quality of treatment and patient care in public hospitals.
Focus on improving healthcare manpower
Health department officials said the policy will apply to staff nurses who are granted permission to pursue recognised higher education programmes such as postgraduate nursing degrees or specialised clinical training. During the period of study, their salary and service benefits will remain intact.
Authorities believe the decision will motivate nurses to pursue higher qualifications while remaining in government service. This, they say, could help address the shortage of trained medical professionals in public healthcare facilities, especially in rural and remote areas of Himachal Pradesh.
Senior officials also indicated that better-qualified nursing staff would strengthen services in critical departments such as emergency care, intensive care units and specialised treatment centres.
Addressing challenges faced by nurses
Until now, many nurses interested in higher education faced financial constraints because extended study leave could affect their income. Health experts say this often discouraged medical staff from pursuing advanced training.
The new policy is designed to remove that barrier by ensuring income stability during their education. Officials noted that investing in skill development among medical personnel is essential for improving the overall efficiency of the healthcare system.
Part of broader healthcare reforms
The announcement comes as the Himachal Pradesh government continues to introduce reforms aimed at modernising the state’s healthcare infrastructure. In recent months, authorities have focused on upgrading hospital facilities, introducing advanced medical technologies and expanding specialist services in major institutions.
Experts say that strengthening human resources is just as important as investing in infrastructure. By enabling nurses to pursue higher education without financial pressure, the government hopes to create a more skilled and capable healthcare workforce.
Officials from the health department are expected to issue detailed guidelines regarding eligibility, study leave provisions and administrative procedures for the new policy in the coming weeks.
