Dharamshala 26, May: In a major milestone for Tibetan democratic governance, Kunchok Migmar, the current Tibetan Settlement Officer (TSO) of Dharamshala, has been re-elected with an overwhelming 95% of votes during the initial round of the TSO elections. As per the Tibetan Election Commission’s rules, such a decisive mandate eliminated the need for a final round, making this victory not only historical but also unprecedented since the 1960s.
Migmar’s re-election reflects his strong leadership, hard work, and the community’s unwavering trust in his ability to represent and serve the Tibetan diaspora in Dharamshala. His victory was widely celebrated, with congratulatory messages pouring in from ministers, MLAs, district officials, and police authorities of Himachal Pradesh. Members of the local Tibetan community visited his office to offer traditional Tibetan ceremonial scarves (Khata) and extend their heartfelt wishes.
Kunchok Migmar has now become the youngest elected TSO among 45 Tibetan settlements across India, setting a new benchmark for youth leadership in the Tibetan administrative structure.

In a heartfelt message shared on Facebook, he stated:
“I am deeply thankful to His Holiness the Dalai Lama for his blessings. I also express my gratitude to the Central Tibetan Administration (CTA) and Tibetan Children’s Village (TCV) for giving me a strong and meaningful education.
This victory is not just mine—it belongs to every individual who placed their trust and hope in me. Today, your voices have spoken. This is a victory of unity—of youth, of women, of the elderly.
We have always stood united in Dharamshala, and we will continue to remain united, no matter the circumstances.
I thank each one of you again. I feel renewed with energy and commitment, and I promise that we will continue to work together with dedication and unity.”
In the Tibetan administrative system, the TSO holds a role equivalent to that of a Deputy Commissioner in Indian governance. The position involves overseeing the welfare of Tibetan residents, facilitating community development, and liaising with Indian administrative bodies.
Migmar’s re-election is not only a personal triumph but also a milestone in Tibetan democratic evolution, emphasizing transparency, unity, and the strength of grassroots leadership.
