SHIMLA, APRIL 22 — The Election Commission of India on Tuesday announced the schedule for municipal and municipal corporation polls in Himachal Pradesh as it moved closer to releasing the dates for the upcoming panchayat elections, expected by April 28. State officials confirmed that the final voter lists for newly formed panchayats will be published on April 27, while rolls for existing ones will be released on April 24, paving the way for the election timetable. Election Timeline Set in Motion
State Election Commissioner Rakesh Sharma told reporters in Shimla that the commission had directed district authorities to expedite the revision of electoral rolls following the creation of 189 new panchayats across the state. According to Sharma, the finalization of voter lists for these new bodies would be completed by April 27, while the rolls for existing panchayats are set to be published on April 24. “Once the lists are finalized, the process of announcing the panchayat election schedule will begin immediately,” Sharma stated, emphasizing the commission’s commitment to a timely and efficient electoral process. Officials indicated that the election schedule would be announced within seven days, though no precise date has been confirmed. The move comes after the delimitation exercise in 2025, which led to the formation of 189 new panchayats, increasing the total number of rural local bodies in the state to 3,758, up from 3,569 previously.
Voter Base Expands to 6.5 Million
With the expansion of panchayati raj institutions and the addition of new voter rolls, the state’s electoral roll now includes 6.5 million registered voters, officials confirmed. The new panchayats span across all 12 districts of Himachal Pradesh, with the highest number of new units formed in Mandi (34), Kangra (29), and Hamirpur (22). This significant expansion aims to decentralize governance and bring decision-making closer to the people. District election officers have been directed to complete the printing of voter lists and display them at designated centers by the deadlines. Sharma emphasized that the commission has instructed all deputy commissioners to ensure transparency and accessibility in the process, leaving no room for discrepancies. “No discrepancies will be tolerated,” he said, underscoring the importance of a fair and transparent electoral process.
Political Parties Gear Up for Campaign
As the election schedule is expected within weeks, political parties have begun preparations in earnest. Senior leaders from the Bharatiya Janata Party (BJP), Indian National Congress (INC), and Aam Aadmi Party (AAP) have already initiated outreach programs in rural areas, engaging with local voters and identifying key issues. Sources in the state BJP unit said party workers are being mobilized to conduct booth-level surveys and understand the pulse of the electorate. Congress leaders, including former Chief Minister Sukhvinder Singh Sukhu, have been holding meetings with local leaders to consolidate support ahead of the polls. “The Congress party is confident of performing well in the panchayat elections, given our strong presence in rural Himachal,” a senior Congress leader stated, expressing optimism about the party’s prospects. Meanwhile, the AAP, which has gained traction in urban areas, is focusing on expanding its base in rural constituencies. Party spokesperson Rashmi Verma said the AAP would highlight governance issues such as healthcare, education, and infrastructure during the campaign, aiming to resonate with rural voters.
Administrative Preparedness Under Scrutiny
State officials have assured full administrative support for the smooth conduct of the elections, with a focus on maintaining law and order. The State Police and district administrations have been instructed to be vigilant, especially in areas prone to political tensions. DGP Sanjay Kundu confirmed that additional forces would be deployed if necessary to ensure peaceful polling. The Election Commission has also directed the State Excise and Taxation Department to monitor the sale and distribution of liquor during the election period, in line with the Model Code of Conduct. “Strict action will be taken against violators,” Kundu said, emphasizing the commitment to a fair and peaceful electoral process.
